Using your Chat Networks in Beeper means you can Start New Chats on your devices through Networks that support phone numbers. e.g., Android SMS, iMessage, Signal, Telegram, and WhatsApp.

For this to work, the correct country code must be on the contact card for the person you want to message (Contacts app/service). On Beeper Android, the perfect scenario will be for the app to gather your country code from your SIM card, but in the case your SIM card has a number different than your country, here are the steps you should take to solve this:
